1. Name of the Center (established according to Resolution No. 38/NQ-ĐHNT dated December 12, 2025, of the Chairman of the University Council)

Director of the Center: Assoc. Prof. 1. Dinh Dong Luong (Decision No. 2103/QD-DHNT, dated December 31, 2025, of the Rector, effective from February 1, 2026)

5. Operating Principles:

Operating Formula: Excellence = Potential + Path + Emotion

The Center's training program operates based on three pillars:

Excellent Training Program = OBE (Standard) + CBE (Competency) + Stakeholder (Partnership)

Explanation: Designing training programs according to output standards so that learners achieve those standards upon graduation, operating competency-oriented training programs (POHE) for learners (e-portfolio), and collaborating with stakeholders including the government, the university, and businesses in evaluation, teaching, and value-added experiences.

6. Functions of the Center for Excellence in Training (Resolution No. 49/NQ-ĐHNT, dated December 12, 2025, stipulating the functions of units under the University)

Developing and operating special training programs, training programs commissioned by businesses; international training programs and international joint programs.

7. Tasks of the Center for Excellence in Training (Decision No. 100/QD-DHNT, dated January 22, 2026, stipulating the tasks and powers of the Center)

1. Organizing the development and operation of special training programs:

a) Researching social needs and advanced training trends domestically and internationally to propose, develop, and create special training programs, high-quality training programs, and talent programs (referred to as excellence training programs);

b) Participating in designing programs, learning outcomes, training content, teaching methods, and assessment methods consistent with the goal of excellence in training;

c) Organizing the implementation and operation of special training programs; coordinating the management of training activities, ensuring that programs are implemented according to the set goals, plans, and quality standards;

d) Coordinating with faculties to update, improve, and evaluate the training programs assigned for operation.

2. Organizing and Operating Training Programs Based on Business Orders

a) Surveying training and human resource development needs according to the specific requirements of domestic and foreign businesses and organizations;

b) Collaborating with businesses to develop training programs, plans, and learning content linked to production and business practices;

c) Organizing, operating, and managing the training process, evaluating learning outcomes and output quality according to commitments with businesses;

d) Signing, managing, and implementing training contracts based on business orders in accordance with regulations.

3. Developing and Organizing International Training Programs and International Collaborative Programs

a) Researching, selecting, and proposing the implementation of international training and collaborative programs suitable to the development orientation of the unit and the School;

b) Coordinate with foreign partners to develop programs, organize training, and issue diplomas and certificates in accordance with regulations;

c) Manage the content, quality of training, teaching staff, learning materials, and quality assurance conditions of international training programs;

d) Coordinate with relevant units in managing international training and joint programs;

e) Lead the promotion and recruitment of students for international training and joint programs.

4. Other tasks

a) Lead the development of internal management documents related to the unit's functions and tasks;

b) Manage and evaluate the unit's staff and employees; manage assigned assets and equipment;

c) Implement reporting and accountability procedures for assigned tasks as required;

d) Ensure the unit's quality;

d) Connecting and coordinating with relevant units and organizations outside the University in carrying out assigned functions and tasks;

e) Performing other tasks assigned by the Rector.
